Do I need to put my nanny on payroll?

Can part time employees be considered sub contractor?
No because you control their time when they can work and when they cannot work. With a sub-contractor, the employee is on their own & not considered an employee.
Do W-4 forms need to be submitted to the IRS?
No. The W-4 forms are there for the company to put into the employees file in case of question concerning their employees witholding tax. It is essentially a reference for the company.
How is unemployment rate determined?
It is determined over a three (3) year period on the companies contributions into the unemployment and the number of people they have laid off. For instance, if there is a large amount of layoffs, their rate will increase. If they have few layoffs, their rates would be consistently low.
